State Bank Of India [SBI] - No refund of failed transaction since 2 weeks, even after calling 3 times

On 2nd December, I did a transaction of 2000 INR from D-Mart, Mehsana which eventually failed but the amount was deducted from my account. Please see attachment for photo of the slip. I called the customer care 4 times but they haven't yet registered a complaint regarding the same and I haven't even received a complaint number yet. Now they have stopped taking my calls after making me wait for 9 minutes on automated call machine. The customer care executives are arrogant while taking the complaint. Please look into the matter and do something if possible. It's high time SBI representatives shrugg off their govt job attitude and do the real job for once.
