KESAR REALTY P.LTD. - Not obtained Occupancy since 2012 and not giving accounts for the maintenance amounts collected and society not formed and conveyance of building and plot not effected

I bought a 3 B/H/K flat area 1800 q.ft.from the builder in Dec.2010 in their project Kesar Exotica, Sector 10, Kharghar - a complex containing 9 buildings total units 288 - Commencement certificate obtained in May 2009 for Gr + podum + 2 to 14 floors total units 236 but actually built Gr + podium + 2 to 17 floors in each building - O C was to have been received by June 2012 but till date it is not received - Result no potable water and only one service lift for a building of Gr + podium + 2 to 17 floors. Amended C C applied for in 2013 after the building was ready and many flat owners moved in to stay in the complex. There is a problem of height restruction for this site because of proposed new airport - Airport Authority of India has rejected the Builder's proposal three times in the past but still CIDCO the planning aauthority is hand in gloves with the Builder pleading their case at AAI - Because of lack of O C society could not be formed nor conveyance effected. Maintenance collected for two years before giving possession - Possession letter not given till date but more than 200 families are living in this complex illegally. Now he claims further maintenance without fulfilling his commitments about O C, society formation and conveyance. Three top floors of all the nine buildings need to be demolished as per law but both Builder and CIDCO are fooling the residents with false promises Because of lack of O C there is no supply of potable water and the tanker water is causing health issues.
